Emphysema is an inability to take surrounded by enough oxygen.
Cancer is the cell in a consistent area (whichever nouns you care to mention) originate dividing again and again and again. Normal cells, when they divide, one of the resulting cell can no longer divide, but the other one of the pair can. In cancer cell, both of the pairs can (and do) divide again and again, until you die.
No, emphysema is a completely different disease. However both can be caused by smoking.
