I am an alternative medicinal psychiatric therapist and an ex nurse and YES they can be born with it. Its not lay waste to as such it just way that certain cell didn't develop or were developed within the wrong way whilst contained by the womb

Babies can be born with brain destruction for many reason, most commonly because they suffered a lack of oxygen whilst contained by the womb.
People can be born with brain deface or they can get it after birth. There are in reality many reason it can happen to the unborn, such as the mother person in an coincidence or an idiot friggin' crack whore. People can succumb to brain damage through severe accident and head trauma adjectives throughout life, as all right. Like watching "The View."
